천계의 신이었던 천봉은 규율을 어겨 인간계로 떨어지는 벌을 받는다.
천봉은 선행을 할 때마다 ’공덕부’에 기록을 하며 천계로 돌아갈 날만 기다린다.
그러던 중, 천봉은 요괴인 궁기에게 잡혀간 고취란이라는 여인을 우연히 구하게 된다.
고취란은 생명의 은인인 천봉을 집으로 데려가고 두 사람은 서로 티격태격하면서 조금씩 가까워진다.
한편, 궁기는 태생적으로 영력이 강한 고취란의 정기를 흡수하기 위해 다시 음모를 꾸민다.
