쿠스코(데이비드 스페이드)는 어린 나이에도 무서울 것 하나 없는 중남미의 황제로 양지바른 언덕 마을에 자신의 여름 별장을 만들어서 쿠스코토피아를 세우려 한다. 한편 왕좌를 넘보던 마녀 보좌관 이즈마(어사 키트)는 쿠스코 몰래 황제를 사칭하다 해고당하고 쿠스코를 독살하려 한다. 독약을 먹은 쿠스코는 라마로 변하고 다행히 착한 목동 파차(존 굿맨)를 만난다. 파차는 언덕 마을 목동으로 마을이 사라질 위기에 처해 마음이 불편하다. 쿠스코는 파차의 도움으로 황제의 복원을 꿈꾸고 파차는 황제의 마음을 돌려 마을을 구해보려 하는데...
