카모라(나폴리판 마피아)가 군림하는 폭력의 도시 나폴리. 생존을 위해서는 조직의 법에 따라야 한다. 어려서부터 카모라를 동경하는 토토, 조직에서 벗어난 인디펜던트 갱을 자처하는 마르코와 치로, 배후에 카모라가 조종하는 폐기물처리를 시와 협상하는 프란코 등 6개 이야기가 교차편집됨으로써, 부패와 죽음이 지배하는 현대판 ‘고모라’를 적나라하게 조명한다.
