명예롭게 30년 CIA 요원 생활을 끝낼 참이던 뮈어. 정년 퇴임을 하루 앞둔 날 마지막 출근길에 그 계획은 물 건너 가게 된다. 출근길에 홍콩 미 대사관으로부터 받은 긴급전화는 그가 예전 CIA 비밀 요원으로 키운 톰 비숍(브래드 피트)이 중국 쑤차오 감옥에서 스파이 혐의로 체포됐다는 내용이다. 미국 대통령의 중국 방문 때문에 CIA는 소음을 줄이고자 비숍을 제거하려 한다. 비숍이 무단 이탈한 이유가 그가 사랑하는 여인(캐서린 맥코믹)이 쑤차오 감옥에 있었기 때문이라는 이유를 알아내고 뮈어는 지상 최대의 구출작전을 세운다.
