서기 2030년 범죄 없는 미래 사회가 온다. 20세기 최고의 경찰이었으나 데몰리션맨으로 더 유명한 존(실베스터 스탤론)은 냉동상태로 되어 있다. 21세기 최고의 악당인 피닉스(웨슬리 스나입스)가 깨어나 거리를 엉망으로 만든다. 경찰은 할 수 없이 그와 숙적관계인 데몰리션맨을 해동시킨다. 그러나 냉동상태에 있는 동안 피닉스는 전문적인 컴퓨터 프로그램 교육을 받아 컴퓨터 전문가가 되어있고, 존은 뜨개질을 취미로 갖도록 프로그램 되어 있다. 피닉스의 부활과 컴퓨터 교육은 모두 지구를 정복하려는 숨은 권력자의 계략이었는데...
