미국 피츠버그의 경제 중심인 스나이더 빌딩에서 테러 폭파 사고가 일어나 수많은 인명 피해가 생긴다. FBI는 폭탄에 전화를 걸었던 라이언 테일러를 용의자로 체포한다. 하지만 수사망을 피해 가며 테러 단체를 추적하던 중 테러 단체의 엄청난 범행 계획을 알게 된다. 바로 핵폭탄을 대통령 심장에 연결하는 것. 대통령의 납치로 피츠버그는 혼돈에 빠지고, 라이언 테일러도 테러 단체에 붙잡힐 위기에 처하는데…
