거지 소년 톰 켄티는 소매치기를 하다가 쫓겨 궁전으로 숨어든다. 그때 톰은 헨리 8세를 만난다. 헨리 8세 왕은 톰에게 호위병과 10미터 간격을 두고 도망가게 한다. 톰은 도망치다가 굴뚝으로 들어간 곳이 왕자인 에드워드의 방이다. 여기서 둘은 서로 옷을 바꿔입고 왕자는 거지로 오인을 받아 밖으로 쫓겨나가 거지 생활이 시작된다. 한편 톰은 자신이 왕자가 아님을 수없이 밝히나 정신이상이라고 믿는 궁중에서 갖가지 헤프닝을 벌어진다.
